I say all of Doctor Who (but especially Series 3 coz Martha is in it!)
And Torchwood Series 2, but only because I only saw 3 eps of Series 1!
And SJA Series 1 but I'm sure Series 2 will be good aswell!

Torchwood: Series two

DW: 3 (I expect to soon change to 4)

DW has increased in quality immensely and series 3 is near flawless. And Torchwood series 1 was half the time an interesting and intelligent drama and half the time Kim Possible with sex. Series 2 is more consistently good but a long way off great. (Did you see Jack fighting the weevil? For a second I thought I was watching the 60's Batman!)

Doctor Who - The last half of Series 2 (From about School Reunion onwards), Series 3.. most likely Series 4.
Torchwood- Series 2 definitely although the last arc in Series 1 was pretty good.
