It Was not dalek sec ordering the pigs to stop the doctor it was a different cult of skaro member you can tell by looking at the tag under the eye, it appears black because of the shadows. i am glad to see the cult of skaro indepedent as it looks as if the doctor has a chat with the member of the cult i was talking about
