Wait… another idea. I stick by my human slavery idea, but also add that Jack may be specially chained up (I imagine most humans would just be imprisoned) because he is ‘in the know’. He knows what’s happening, is a dangerous man, and is a travelling assisstant of the Doctor. Enough reasons?
