According to an interview with David Tennant in the latest TV Quick magazine, The Doctor will feel a regret towards Martha Jones and it’s “something he’s sure to want to address”.

The Doctor To Apologise To Martha In Series 4?
Oooooh. Things are gunna get awkward. Shall be fun seeing Martha again.
GOOD. Martha better get an apology from the Doctor. If they DO address it, I’ll be really happy.
It would be awesome if the return of Rose and Donna AND Martha ends up not being about love, for once. I’d like them all to have moved on, and Happy.

the doctor has nothing to apologise for. He was in a bad place and martha didn’t understand that. He didn’t make any effort to make her understand true but he shouldn’t apologise.
There is no way there is not going to be a story of love. The doctor is not going to realize what an impact Martha had on his life until he sees her with her new guy and of course from here absence. Sorry anyomous there will be some sort of story with love in it. There are adults watching as well as kids and sorry as we get older we need it! Its a big draw. And the doctor did not do anything to Martha accept being insensitive which is what I think he can be talking about as far as an apology. David is trying to throw us off this whole Martha and no romance issue. It’ll be there and I bet Donna is the one who is gonna knock some sense into his head!
